We have built up detailed documentation of the *settings* and the *engines* over
the past few years. However, this documentation was still spread over various
chapters and was difficult to navigate in its entirety.
This patch rearranges the Settings & Engines documentation for better
readability.

With Sphinx-doc update 4.4.0 we get some warnings about links that can be
replaced by already defined 'sphinx.ext.extlinks':
admin/engines/sql-engines.rst:144: WARNING: hardcoded link 'https://pypi.org/project/mysql-connector-python' could be replaced by an extlink (try using ':pypi:`mysql-connector-python`' instead)
